I have yet to disable Ray Tracing and I am loathe to do that as I consider that an unreasonable option. All with little to no impact during the severe FPS degradation. I have tested with resolution set to 1080. I have RT on, save for lighting, all other settings at high with a few select settings, like Ambient Occlusion set to medium and Screen Space Reflections set to low. My FPS varies wildly from 50-75FPS (or more) in certain areas all the way down to 15-17FPS in my first meeting with Rogue in the Afterlife. I have an i7 9700K, which is well above the recommended (6700) for RT at Ultra. I see other mentioning CPU bottle necking in other comments.
